Buying property in Spain is highly regulated. The best thing you can do to protect yourself and your money is to hire an English-speaking lawyer or legal counsel to help you during the purchase and negotiation. You will want to make sure that the Spanish property you are purchasing is free of restrictive clauses and debts.

The legal process for buying a Spanish property falls into two different categories. First you have the preliminary contract, or Contrato privado de compraventa, and then you have the completion contract, or Escritura de compraventa.

A preliminary individual sale bill should be signed after both sides agree to the cost. The vendor needs to be able to provide proof that he or she owns the property, and that it is free of any charges, Before this Contrato privado de compraventa will be signed. In Spain, debts are attached to the property, so any mortgage that was outstanding would transfer to the buyer. Nota Simple tells about outstanding debts.

Details such as completion date, price and description will be written in the first sales contract. At this point you will also be more than likely required to pay a deposit of between 5 percent and 15 percent of the purchase price. These funds will be held for you in a bonded client account. It is possible though not advisable to sign the private preliminary sales contract without putting down a deposit.

The second stage is the final contract stage, or the Escritura de compraventa stage. The purchaser will be required to pay the balance of the purchase price and all fees on the date of completion. Both the vendor and the buyer must sign the contract at the same time. This contract is equivalent to a deed on the purchased property. In front of a Notary Public the buyer will receive the deed of conveyance which is known as escritura in Spain. In order for everything to be legal a copy of the deed will have to go through the tax office and property registry. In Spain, Notary Publics are public officials required to witness a deed of sale, but you should also make sure to have your own independent expert legal advice to make sure that your own interests are protected during this legal process. While buying any property do remember that property sales taxes and legal fees for the Notary Public is also to be paid by you only.

A rap music video directed by the late Australian actor Heath Ledger was posted on a music videos website on Friday, nearly two years after he died from an accidental drug overdose.

The 3- minute video of a song called “Cause An Effect” by rapper N’Fa, also known as No Fixed Abode, was shot on a single camera in the actor’s home garage in Sydney shortly before his death at the age of 28 in January 2008.

It is believed that “Cause An Effect” was the last project over which Ledger had complete creative control (here).

N’Fa, previously known as Nfamas from the Australian hip hop band 1200 Techniques, who was born in London but raised in Ledger’s home town of Perth in western Australia. The pair were childhood friends.

The video “Cause An Effect” features close-ups of N’fa, daubed in black, white and red paint. It was included in a tribute to Ledger shown during the Rome Film Festival earlier this month.

“The idea was to keep it very artistic so that is what we did,” N’fa said in an accompanying video (here).

“Heath directed it really well and I was really happy with the outcome …I know Heath was happy with the work.

“I’ve often felt uncomfortable talking about working with Health and making the video but I figure it’s necessary to explain the idea behind the work and what we were doing and to show genuine appreciation for his time he gave to me.”

Ledger also created music videos for guitarist Ben Drake and U.S. alternative rock band Modest Mouse.

2. the section of road between Langstone Road and Langstone Bridge on to Hayling Island. The pavements on both sides of Langstone Bridge (only) are cycle paths.

The Hayling Billy Coastal Way is produced from impacted scalpings, with a top-dressing, there is a little of tarmac and some concrete and it may be a spot lumpy in places. Almost all road bikes will cope but mountain bikes are better suited ” I biked the route on a mountain bike with slick road tyres and I was Alright. There are points where some would opt to walk but these spots are few and far between and very short ” bearing in mind I cycled the route the day following torrential downpours which pulled leaves off trees etc. a few puddles about but on the whole it was pretty well drained.

In a recent incident, HSE executives prosecuted Cheltenham Borough Council for failure to ensure safety of its employees during work. The Council has been ordered to pay costs to the tune of £18,530.31 plus a total amount of £17,000, which includes £3,000 as compensation to the injured person. It was charged under the Health and Safety at Work Act 1974 (Section 2(1)) and the Management of Health and Safety at Work Regulations 1999 (Regulation 3(1) (a)).

On 21^st May 2008, an employee of Cheltenham Borough Council fell off a ride-on mower onto a park bench, which resulted in the worker suffering from multiple fractures and a lung compression. As a result of this incident, the worker could not return to work for 11 weeks.

The HSE is using this case to issue warning to the employers regarding the use of ride-on mowers. In a period of 7 years alone, 3 fatal incidents and 33 other serious injury cases have taken place due to overturning of mowers.

It was observed that the Council had not carried out a satisfactory risk assessment for using the ride-on mover. According to the guidelines provided by the manufacturer, the slope that the mower was being used on was too steep. The employer had also failed to train the employee properly to use the machine. It was also observed that there had been previous incidents from which the Council should have learnt better and thereby improved the safety involved in using mowers.

The NEBOSH National General Certificate in Occupational Safety and Health (NEBOSH General) is a qualification designed to help those with health and safety responsibilities. A NEBOSH training course can help cut the health and safety risks that apply in the workplace and provide all the advice and up-to-date information needed to make sure organisations remain compliant with the latest health and safety regulations.

Alison Fry, an inspector working with the HSE, voiced her views on the incident. She said that the Council was lucky as the incident could have resulted in worse injuries. She believes the incident to be one that could have been easily been avoided. It had happened due to sheer lack of proper guidance from the employer. She added that the incident should act as a learning lesson for employers, so that they carry out a detailed risk assessment before handing such tools to workers. In addition, provisions should be made to provide appropriate training to the employees.
